7.36 pm Meeting called to order by Chairman Frank Pappalardo.

Approval of April 23, 2018 Minutes:  
Sandra Ziemba motioned to approve. Joann Lishing seconded. All in favor. Motion carried.

7.35 pm: Sound View Improvements
Contest for banner artwork was held. There were three submissions. Edie Twining (Twining Design) had the winning entry.

Frank Pappalardo stated that the Commission needs to send a letter to the Tree Commission re: monitoring the trees on Hartford Avenue, pruning, etc.

Selectwoman Nosal said she will call the contractor, as the trees should still be under warranty.

7.45 Blight Ordinance: Attorney’s revisions based on public comments to Blight Ordinance are due back by July 1st. There will be further public informational meetings.

7.49 pm WPCA Update:
No further information available. Lease agreement has not yet been made public.
As soon as Frank Pappalardo receives a copy, the Commission will review.

EDU assessment is currently under discussion. This is how user fees will be charged. Sound View Beach is unique. Has commercal, residential and multifamily/ mixed dwellings.

Residents are strongly urged to attend WPCA meetings (Second Tuesday of the month) and review minutes.
No further information is available at this time. Commission should be prepared to disseminate this info to the Sound View community once it is available from the WPCA.


Pump station in town parking lot lease:  
Frank Pappalardo said he had not yet seen a copy of the lease agreement. No further information is available at this time. First Selectwoman Reemsnyder said it will be ready soon. Lease agreement will go to a town meeting.

Neighborhood ZBA Updates (for informational purposes only):
Case 18-03C – Christopher Calvanese, 6-1 Pond Road, requests variances to allow reconstruction of the dwelling above base flood elevation in the Flood Hazard Area which requires variances for exceeding the height by 8’ (from required 24’ to proposed 32’), an increase in maximum lot coverage (from required 25% to proposed 29%) and minimum setback from other property line (12’ required/5.1’ existing).

7.50 pm Memorial Day Weekend:
Frank Pappalardo said the Town Police sent an email regarding parking fees and beach rules.
Kiosks were not working for credit cards this weekend. Only cash. Company had a software glitch and was unable to update. On June 5th an update will be installed. to correct the issue.

Monday evening at 8.30pm a driver crashed into the parking lot, doing significant damage.  The car missed the gate, tore thru the barricades and both split rail fences, and landed on a boulder on the Portland Avenue side. Driver was arrested.

Residents complained of a truck in the parking lot advertising a sex shop. Zoning will look at that.

New stickers for kiosks are in today. Will be posted tomorrow afternoon.

Joann Lishing said there is a No Parking sign missing on Swan Avenue. Needs to be replaced. Selectwoman Nosal said: Ed Adanti has been notified about it.

Michaelle Pearson noted that the amount of trash on the roads was significantly worse than usual. People throwing all manner of garbage out of their cars and onto the street. Harry Plaut concurred, saying the trash on the beach was also overflowing. The cans at the beach were overflowing on Saturday. Discussion ensued as to the need for more trash cans, more frequent pickup, etc.

Frank Pappalardo stated that there should be a calculation as to what all these services cost the town. Police, trash pickup, etc. Dave Kelsey said he is on a subcommittee to bid out garbage collection. Should think about making sure this is included in the discussion. He will speak to Ed Adanti.


Harry Plaut said the beach was crowded, but not rowdy. The activity was contained for the most part. Overall, the consensus was that behavior was better than past years. The significant police presence Friday- Sunday helped to set the tone. Sandra Ziemba said that there were many people speeding on the street and ignoring stop signs. Police should take notice.




Summer 2018 Planning:

Calendars will be distributed by SVBA to all Sound View residences.

Jackie Miano will bring calendars to the businesses.

Frank Lishing reported that Paul Orzel placed an order for the flags.

Sandra Ziemba Reported that Portapotties were all in by the weekend. She has also planted all the flower boxes by May 14th. She asked for help watering the flowers at the end of the street. Volunteers: Lenny Corto, Jr. will do the flagpole, Frank Maratta will do Swan. Sandy will do street pots at Bocce, Martino and outside Shoreline CC and monitor the planters.

Harry Plaut reported that swim lines were in at Sound View this weekend. Miami will be completed this week.

David Kelsey said trash cans are ready to be painted, and paint has been purchased. Beach cans will be sand-colored. Street cans will remain black. All will have matching color seagull-proof tops.

Frank Pappalardo reported that the boulders have been installed to replace the jersey barriers.
Parking spaces have been numbered and listed on satellte map. Sent to the Board of Selectmen.
He will do the same for light poles, so we’ll have a record of all.

For informational purposes/ comparables:
Town of East Lyme beach fees. Provided. We have to look at their facilities and ours, and keep an eye on our neighboring beaches. What they are charging and what services they provide.
Frank Maratta noted that East Lyme has bathroom and shower facilities.

Police options committee: (update, fyi):
Reviewing resident trooper program as is
Hybrid town managed state trooper program
100% local force
Consolidated force with other town or towns. Residents are urged to read minutes of the committee and attend meetings.

Harry Plaut asked what percentage does the town pay for Resident Trooper? Selectwoman Nosal said it will be 100%. Mr. Plaut asked if that meant the trooper would be dedicated to Old Lyme only? Selectwoman Nosal said no, the program remains the same, which is why the Town is looking for alternatives.

Angelo Faenza, who is on the Police Options Committee stated that the town is currently paying 225K for the trooper program and can’t tell them what to do or when they are needed on duty. Can set their own hours. Dave Kelsey said it had gotten to a point where with reimbursement it was working a little bit, but now the town is fully staffed so we have a resident trooper who is administering our police force, but we also have a committee to evalauate what we do long term.

Fred Callahan and Angelo Faenza, both members of the Police Options Committee will speak at the June SVC meeting.

Sandra Ziemba asked about the security cameras. Frank Pappalardo said the First Selectwoman is negotiating with Eversource to mount cameras on poles at the end of Hartford Avenue.
